Australian Vehicle Modification Regulations
Understand the regulatory framework that governs vehicle modifications in Australia — from Australian Design Rules to the Queensland Approved Person scheme.
How Vehicle Modifications Are Regulated in Australia
Vehicle modifications in Australia are governed by a layered regulatory framework. National standards set the baseline, while state and territory transport authorities administer local certification and compliance schemes. Understanding this framework is essential before modifying any vehicle.
Australian Design Rules (ADRs)
National standards covering vehicle safety, emissions, and anti-theft performance. All vehicles and modifications must comply with the relevant ADRs for the vehicle's year of manufacture. ADRs are administered by the Australian Government's Department of Infrastructure.
Vehicle Standards Bulletin 14 (VSB 14)
The National Code of Practice for Light Vehicle Construction and Modification. VSB 14 defines the technical requirements for each modification category (mod code) and sets the standards that Approved Persons use to assess and certify modifications.
State & Territory Regulations
While ADRs and VSB 14 provide the national framework, each state and territory administers its own vehicle modification scheme. In Queensland, the Department of Transport and Main Roads (TMR) manages the Approved Person scheme and modification certification process.
The Approved Person Scheme
The Approved Person scheme is the cornerstone of vehicle modification certification in Queensland. Here's how it works and what it means for your modification project.
What Is an Approved Person?
An Approved Person is an individual authorised by a state or territory transport authority to inspect, certify, and issue modification plates (mod plates) for light vehicle modifications. They must demonstrate technical competence and meet ongoing professional requirements.
Personal vs Engineering Certification
Some modifications can be certified by an Approved Person through a personal inspection. More complex modifications — such as significant structural changes or non-standard engineering solutions — may require a full engineering certification from a qualified automotive engineer before an Approved Person can issue the mod plate.
Andy's Mod Plates — Approved Person
Andy's Mod Plates & Accessories is an accredited Approved Person in Queensland, authorised to certify a wide range of light vehicle modifications. We handle the inspection, documentation, and mod plate issuance so you can get back on the road legally and safely.
The Mod Plate Certification Process
Getting a modification certified follows a clear, structured process. Whether you're fitting a long-range fuel tank or swapping an engine, these are the steps from assessment to mod plate issuance.
1. Pre-Assessment
Before any modification work begins, the vehicle is assessed to determine applicable mod codes, identify any existing non-compliance, and confirm the planned modification meets the relevant ADRs and VSB 14 requirements.
2. Modification Work
The modification is carried out by a qualified mechanic or workshop (or the vehicle owner, depending on the modification type). All work must meet the standards specified in VSB 14 for the relevant mod code.
3. Post-Modification Inspection
The Approved Person inspects the completed modification to verify it meets all technical requirements. This includes checking mounting points, clearances, safety systems, and compliance with the relevant ADRs.
4. Mod Plate Issuance
If the modification passes inspection, a modification plate (mod plate) is issued and affixed to the vehicle. The mod plate records the modification code, date, and Approved Person details. TMR is notified and the vehicle's registration is updated.
State-by-State Vehicle Modification Schemes
While the national framework (ADRs and VSB 14) applies everywhere, each state administers its own modification scheme. Here's a brief overview of how the major states handle vehicle modification certification.
Queensland (QLD)
Administered by TMR. Uses the Approved Person scheme. Mod plates are issued for certified modifications. One of the most structured and well-documented schemes in Australia.
New South Wales (NSW)
Administered by Transport for NSW. Uses Authorised Examiners and engineers. Some modifications require a Vehicle Safety Compliance Certification Scheme (VSCCS) certificate.
Victoria (VIC)
Administered by VicRoads (now Department of Transport). Uses Licensed Vehicle Testers (LVTs) and engineers. Modifications must comply with the Victorian Vehicle Standards Information (VSI) sheets.
Other States & Territories
Each state and territory has its own transport authority and modification scheme. While all are based on the same national ADRs and VSB 14, the administrative processes, fees, and specific requirements can vary. Always check with your local authority.
